As a new player there is not the population to support PQ's and RVR Scenarios. It feels like a ghost town and I'm playing a solo RPG most of the time. I wish they would have extra XP in PVE and RVR to help players catch up to the player base. Maybe something like XP weekends T1 and Mid Tier or just all around better XP.
Maybe they have before I don't know. Its just slow, lonely and grindy. New people like myself can be turned off by this pretty quickly.

Nope, you have a point and your observation is somewhat correct. At one point through various changes, the two that come to mind which vastly slowed down levelling for new players.
- overall EXP gain reduction, implemented maybe 3 years ago.
- no exp or rp gain/ticks for holding and fighting or defending battle objectives. Maybe 3-4 years ago now.
As an aside, public quests are generally not popular, not by changes or design. Most people from level 1-16 que scenarios or gather experience, influence, and RP from the RvR lakes, generally because the trade off just makes more sense to level renown instead of chasing career ranks.

PQs are rarely popular, even back on live when the population was high. In general though, the more common complaint is that the XP gain in this game is too high. You generally want your renown rank (RR) to be higher than your career rank (CR), but that's really difficult to do because scenarios and PvE give you too much XP! That is why there are XP reduction scrolls available from quartermasters, so that if you do need to do some PvE, you don't get too much XP and your CR doesn't get ahead of your RR.
To help you out a bit, the weekend warfronts do offer +50% xp and renown. If you are unsure what these are, every weekend the devs pick a specific scenario as the weekend warfront. Play that scenario and you get the bonus xp and renown. If you do that scenario enough (typically 10 participations, 5 wins and 150 kills) you'll also get a bunch of bonus items for completing the event.

the downside to what you are asking is past rr maybe 50? the level wont matter you become crest starved and won't be able to progress gear. from basically no one to fight. your best option is to play within eu hours because the game takes a nose dive outside of that

Ya that’s what I was getting at. There are rarely any SC popping or rvr war bands to join just solo slow PVE which sucks. Was just saying the player base that is there is 40 already. Why not up XP and rvr rank to get people to where the player base is.

I've leveled a character through mid tier recently. Also noticed a lack of SC pops. Not to forget that open rvr does barly reward any xp. Pops sure have gotten slower in since december last year. I think pop took a hit with the skill system rework. Most people I was playing with left at the same time.

Online on the server is becoming less and less, old-timers are leaving, and there will never be a significant influx of new players here for a number of reasons:
1). The game is too old and looks unpleasant at the moment.
2). PVP oriented MMORPGs have never been popular and have all failed.
3). The game is too monotonous and routine; many of my friends, who were persuaded to play on this server, left after 2-3 months and no longer want to return. Some players will probably return in the fall, but this is very little.
