No increase in destructive damage and mental resistance

Hi everyone,

I am having problems with the Discordant Instability skill in the game. According to the description, this skill should increase the devastating damage and affect the enemy's mental resistance, but currently it doesn't seem to work properly. Specifically, it doesn't increase the devastating damage and also doesn't reduce the target's mental resistance as expected.
Is this a bug in the game, or is there a recent change to the skill's mechanics that I don't know about? I have tried resetting the settings and checking the latest patches but still no improvement.

Having to fight a solo roaming life-reg chosen 1vs1 does devastating damage to my mood and tends to give me a headache too, so I'd wager to say it does work.

It works as it should.
Increases resists and reduces opponent's resists by half the resist buff.
