Just a couple of questions on the tactic.

For those who use it, how do you find it?

Does the cooldown increase work when the player is CC immune?

It does apply the CD increaser if the target is immune as long as it deals damage.

I've used it in a few 12v12/18v18 organized inhouse fights, specifically to put a damper on enemy mdps, particularly WE and mara. (disallows them to spam agonizing wounds and makes combo generation more annoying for them)

Have not used it in any content besides that so can't speak on efficacy in other areas.

Anecdotally I have noticed similar things just hard to judge not being on the receiving end

It feels bad having it on an ability that makes them unable to do anything for 60% of that time anyway, unless they are immune.

gersy answered already, its super niche and even then, in those cases, it has important cons because tied into immunity and being short (lasts 5 sec). you can effectively use it considering particular organised fight as a direct counter for spamming. Tactic slot worths a ton, currently IB has lots of options of what to slot so this one is not meta pick. Obvious things are obvious.

There are no other 5 sec CD increases at the moment (iirc). Obviously 5 second CD increase is a very big lot of increase, since you are here from the very start you should recall rivers of tears for shatter limb when it was 5 seconds.

Ive made several balance suggestions (both official and not) back in 2017 that were discussed by operating balance team v.2017 which included a) tie it into snb aoe b) few common skills with CD were discussed c) VS with a nerf of it by getting CD d) should 2h have access into this (a note - IB was godtier solo roam class back then). There was no consensus of anykind so this one has been left untouched. Nor i actually see the urge to change anything at the moment as IB got huge goodies already.

Back in 2017 IB havent been as strong as now, so if any other circle of tank balance changes goes it would be nice for FR to get some love but there should be grand design plan for that that will account all the other classes and will have to consider CD increases in general or some other changes.

There is no justifications for FR to get a buff by "just because" logic at the moment, as i see it.

only 5s cd increaser abilities still left besides furious reprisal are on choppa (tired already?) and BO (not in da face!) to my knowledge. all others are aoe/3s. not sure which others still exist, maybe i am forgetting one on an obscure morale or something
