Realistically, there isn't a 70/30 population split in favor of Destro (and I agree the faction % bar should really be tiered as it's misleading)
What happened on the day is that when the patch came in, it was still Euro primetime and Destro was in the ascendancy - by the time NA started logging in, rather than fight - they logged their Destro toons and humped the zerg
Furthermore, rather than remove all medallions and crests from the game I firmly believe that had it been left to play out for a few more days, the NA Order premades who have been dominating SCs in recent weeks would have done the same thing and we'd have seen Order zerging empty keeps (as Destro would have largely done the same thing and logged their Order toons) and a week later everyone would be in Devastator
There aren't the incentives (yet, and yes - a 'reworked' AAO I'm talking about you) yet to the casual player to make defending the keep sieges more worthwhile (renown abilities being a little way off and the renown cap still limited to L30).
Not that I condone this mentality, but why spend hours contesting a keep for one side to get 5 medallions when you could log the zerging side and get 120 in the same number of hours?
If however rewards (and by this I mean a low % chance to drop) were given for kills (medallions, boxes of medallions, Devastator boots/gloves), there would be more incentive for the sieged side to fight from a tactical position of strength (see elite skills like: RoF/PoS). Furthermore if a reworked AAO that boosted %chance to drop (medallions, boxes of medallions, Devastator boots/gloves) - I feel any population disparity would naturally arbitrage to roughly 50/50
