If you really want to stop the camping and encourage fighting, here's the simple fix:
1. You only get zone-flip credit (RP/Inf/Exp) if you're within "x" meters of a keep when it "flips" or "captures".
2. If you die or otherwise leave this "x" meters radius, then a hidden self timer of say 120 seconds privately ticks, and if the keep "flips/Captures" during this timer to where RP/Inf/Exp were rewarded, you still get the credit (RP'/Inf/Exp).
3. If you are in a keep that is captured while defending, and you're within the keep's radius, you get 100 RP's. (Loser-Reward). To keep people from "laying dead to get the tick", the above timer in #2 allows you to release and get credit while "running back to fight".
Purpose:
Advantage : That stops mailbox campers
Advantage: Lessons server load and frees up slots in the 750-cap
Advantage: Encourages fighting and defenses, and less "R-V-Door" (via loser-reward in #3 above)
DisAdvantage : Additional range-activity check per-account, CPU time (even if super-minimal).. but this may be negated by the current allocation system you get for just being in the zone.
As for those that will read this and be scared of possibly missing RP's on "the run back", boo hoo. It all works out in the wash, and there's plenty of RP's as long as you keep fighting. Not a big deal. People are already RP maxed in multiple characters and people need encouragement to fight, not r-v-door or camp.
