It depends on your playstyle/skill level and probably more importantly the people you play with in terms of how much defense you should stack over power stat.

Wounds is generally better than toughness on light/robe for defensive stat, it works best on tanks but the downside being it doesn't do anything against guard damage, not that it matters much since you can probably get over 50% avoidance easily in t4. The same philosophy also applies to tanks, you should be building as much offensively as you can without hindering your ability to guard or become a burden/target.

My husband had an almost unkillable healing archmage live. He ran willpower, but also inititative and crit avoidance. Ended up have a negative chance to be critted and he could see a witch elf from a mile away. This allowed him to heal a glass cannon bright wizard will still being beat on.
Order only. Just High Elves.
Xramoth-Swordmaster (in live was Ramoth)
Caranath-White Lion (in live was Niniel)
Maldavie-Archmage (Same name in live)

Disclaimer: This is personal opinion. I'm not a WAR vet of 5+ years, I played Live for about a year before real life took over. What I stack matches my playstyle; battle healer .

Resists to soft cap, ~600 @35, will readjust for 40 (because BWs and SWs love me).
Armor as high as possible after (the majority of abilities roll vs this, but the thing that crits you for 50%+ of your hp is probably covered by a resist).
TOU/INI are tertiary.

Toughness/Initiative are still nebulous stats to me. I've browsed various discussions which say Initiative is the worst stat in the game, but I still keep it just over 200 (I read 180ish was a good minimum, and going any higher would negatively affect my other stats anyway). I feel like if a DPS is stacking their main damage stat then my Toughness isn't going to be high enough to really make a comparative difference. BUT! Toughness is nice for reducing damage across the board (like combining armor/resists into one stat), and seems most easily obtainable in potion form (2nd to defensive gear, Duelist over Devastator for example, and Toughness + Resist accessories). Slotting Tough makes my resists less than 40%, which I don't like. Slotting Armor is nice, but BWs and SWs are going to light me the **** up, so... Armor + Toughness potions will make up for not slotting them (I use "make up for" rather lightly, one pot is worth like 2 tali's, if I remember right).

Armor is great because most abilities aren't tied to a particular resistance... but focusing on Armor alone is when Festering Arrow (corp), or any BW (corp/ele) will absolutely ruin my day.

Initiative isn't really worth it above 180, imo. The stat simply becomes too expensive. Those 20 points up to 200 just gives way too little back compared to 20 of another stat.

If you want less chance to be crit, I suggest going for just that instead: Reduced chance to be crit.

I'll take another look at my Ini, and what those 20ish points do for me. ~200 is a relic of when I thought getting it higher would be a good idea. It was near 230 a week or two ago.

Aside from RR, and 1%-2% on gear, is there anywhere else I can get reduced chance to be crit? My RR is currently divided between Parry and Disrupt/Dodge.
