Choppa/Slayer -- Lots Choppin / Flurry

Since aoe increased patch got released these two skills became almost useless in rvr and a lot of other classes got super strong. So to keep them balanced to the new features my proposal is simple.

. Rise the normal cap to 6 or 9 and both tactics ( Extra Choppin / Accuracy ) to the max from patch; 24.

This change will bring more versatility to the skill and a meaning to mellees to use.

EDIT: The change must be only for 2 handed weapons.
