I'm sure you could do it, but don't know why you would. Without the heal debuff you're basically just a no-utility damage bot. Scout stance doesn't give you enough to be worth speccing into, whereas Skirm at least allows you to be mobile, which is a loooot more valuable than any perceived higher damage you could get out of Scout.

Scout is viable in Sniper Squad, 4/5 SWs targeting same target with Festering Arrow and Bypass tactic which means 5 x 1500 normal dmg or 5 x 2500 crits, should one shot any target

Sorry, I misread, thought you were only talking about a Scout/Assault build. Scout/Skirm is fine, albeit not as good as Skirm/Scout imo.

few days ago, i tried fester build in elf t2.
it was gunbad build actually. with no time to respec ( or lazy ) i jumped to orvr.
a lot of fun being robin hood.
full anni and old SC weapons. plain 40/40 gear.
still, 2k+ dmg from fester and Fell the Weak was enough to finish off low hp melees at funnel.
yep, don't pick the full hp target. pick weak, injured one.
dodge is huge problem. Discerning Offense is mandatory.
so, BS one, EA, DO and last is optional.
PD is for calcurated rotation. wait dodge then FA.
Smoldering Arrow is for blind spam of enchant arrows.
Fester, Flame, Glass, Acid and FtW.
EA + SA + FA is amazing at funnel.
shoot behind tank wall. aim backlines. that AoE is not something they can ignore.
put Flame on mara, choppa and magus who run to their backline from funnel AoE.
few FA and there will be half hp target. finish them with fester and FtW.
ofc u need good eyes and nimble finger for that

What I can say is, any scout spec without No Quarter is garbage. If you opt for full scout fester, the spec is largely a one trick pony pug killer, FA-EA-(EA)-FtW-Rapid Fire, either the pug dies or it doesn't, nothing else you can do really. If you don't wanna go with that, you better just go skirmish.
As for assault, do this:

At 70 you can choose between swift strikes and the new 15 point gapcloser, I prefer swift strikes though.
As for itemization, full conq, 3 genesis jewels, BL jewel+Cloak and Sub weps or SC weps is basically the go to for pretty much any build. For assault you wanna slot at least 2 armor tallies, probably a couple of wounds ones unless you run RR45 SC weps, rest Ballistic Skill. Other specs are pretty much just full Ballistic, with the exception of AoE where you take wep skill.

Maybe 1 or 2 instances of it if you are rr70-75+, but focus is on Futile Strikes, Deft Defender, some parry and improving the absolutely awful wounds situation of the class.
