60s stun - Universal Confusion

Being stunned for 60s by something called " Universal Confusion". Is this intended or a bug?

iirc it's a keep lord ability ; it is cast when people is going up to third floor without a group managing/holding aggro on lord, but maybe i'm wrong on this.
