Shadow Prowler/Incognito unable to cancel

Hi,
once Shadow Prowler/Incognito are casted they can't be cancelled until their cd is finished. Not sure if this is intended or just a bug?

I get this bug also. When I level up or leave rvr-lake and lose bolster.
