I'm not an experienced WH myself, however, I've been in your shoes during the grind and have managed to have several 'interviews' with experienced and strong WH players regarding best practices.
Whilst I won't go to the effort of an exhaustive guide from what I've uncovered, I will summarise and if you like, if there's a point you'd like further clarity on we can take it from there.
From what I've learned there are two 'schools of thought' when it comes to WH, which will heavily impact your Mastery Build and Gearing choices etc. Which breaks down most simply to "Gank" or "Brawl."
The Gank build is Burn Away Lies and requires becoming as glass as possible to stack the highest crit > strength values one can. It's all about hitting from Incognitio and going 100-0 then disappearing again. A true assassin. This has more place in my mind at least, for solo roaming or perhaps a small group (6v6). Prime targets will be Magus, Zealots, Sorcerers and Squig Herders that have fallen behind the main blob.
The "Brawl" build (typically Dragon Gun) sacrifices insane damage output for more sustainability and as such, whilst still rare, can find a home in a Warband. You're not so glass that you'll immediately shatter from the AOE dps of Blob v Blob combat, and you offer some- yes niche but some- great abilities for WB plays, from Burn Armour (Increase Armour pen), Bullets of Purity (Increase to-crit chance), Dragon Gun (KD and AOE damage) etc.
The Brawl build mainly finds it home, however, in SC and 6v6 Roam but has some versatility to flex into PUGs reasonably.
In terms of the Gearing Up Guide— sadly this should have been a focus from CR1 as you should exclusively level through SCs/RvR as save every War Crest you can. This means at 16 going for Keepers and carrying that through until Mayhem (yes, the PVE set), then Ruin, Red-Eye, Sentinel, Bloodlord.
Bloodlord gives you your BIS Longsword and is a reasonable set to allow you to finish the grind towards your end-game gear which you should be reasonably able to almost afford due to the War Crests you've squirreled away through your entire career progression. (A small aside to this would be the RR24/29 AP Regen Weapons, which are bascially a required pickup IMO).
Once you're in your Bloodlord, you'll then make your decisions regarding direction from there— @Uchoo (I think that's how you spell it) has a guide that gives some BIS recommendations for the different builds (Dragon Gun, Exit Wound, Burn away Lies) called "ROR Guide: Lad to Chad Series".
Completely understanding I'm far away from an Expert with my current WH only in the mid-20 CRs, so if more experienced Hunters have better recommendations or disagree with any points above, I'll concede to them.
