Solved - Tried Everything I Could Can't Create a Character

I've looked up several fixes to avoid having to post another of these 100 different threads with no luck. I am on a laptop running windows 8.1.
I had a desktop that ran windows 7 and the game ran fine with no issues though this was several months ago.
I login, and the servers do not start and connect; the black box does nothing on startup. I can't create a character I've tried several fixes listed in the forums including downloading the new launcher and replacing my files with ones suggested on the forums as well as renaming files. No luck it seems.

I hope I do not annoy anyone by posting this, but I would appreciate some assistance.

I've tried this already it doesn't seem to do anything. I also do not receive an error of any kind it just refuses to connect to a server so I can create a character. No errors or messages of any kind.

Ok let proceed step by step.

1- Launcher is IN game folder ( at the same place than war.exe )
2- Your folder in not read only ( not sure if it is a big deal)
3- You start launcher called "RoRLauncher.exe" ( maybe in admin mode )
4- You enter Login and password and small squares are both green ( web server / login server )
5- "CONNECT BUTTON" isn't grey and you can click on it
6-Game starts, ( splash screen and Warhammer online logo
7- Black screen?

I have all that done, and the game works fine, no crashes no errors, messages, or random black screens. Just will not connect to the servers the little black screen remains blank, and I can't create a character.

The connect tab does not grey out either.

login section ( video) . Seems this can happen.

the only difference is I can see my 4 tabs like settings credits cinematic and so. I will try to spam it and see if any progress comes after 20 tries.

I tried it 25 times gave it a few seconds to try to load each time and nothing.

dunno what to say. I suppose dirext X and all drivers are ok...
