Got out of a discordant SC. Destro were pug, the order were premade. No contest at all
I get that premades will nearly always roll over a pug any day.
But is there an actual SC that non-premades can join, were the pugs can fight other pugs, and don't have to fight these groups?

Discordant is the only "safespace" currently to avoid premades. Sadly it is hard to track if there are parties out there that are stacking as several duos (which would also be probably very difficult to implement and prove).

Discordant allows duos, much like the original "pug" scenario it replaced allowed duos. Anything more is people accidentally or intentionally queue stacking, i.e. multiple groups of 2 queuing at the same time. First, queue stacking is definitely a thing. It is openly discussed and used various guilds. So until it becomes a priority to stop (if ever), gonna have to deal with that.
Second, as Omegus said, you cannot discount that sometimes you run into folks who just know what they are doing. For instance, in NA due to low population you can get a cluster of solo queue-ers who are familiar with each other from just playing so they act very much like a premade with easy wins.
OTOH, you can get a cluster of people who don't know what they are doing and that leads to other results ...

Are people still forming a premade all on voice coms, but instead of grouping as a 6 man, they form groups of two, then they all que for the pug SC as a Duo.
When they all get in the same pug sc, they reform the premade, so they can win against actual pug players in the pug sc, rather than face other premades, this was going on a lot several years ago.

I'm gonna play the devil's advocate and say that if they were to make a bigger party they would get no pops at all, as everyone queues discordant. So they can either queue a normal SC as a group and watch mailbox for a few hours or queue discordant in duos (or even solo, wouldnt matter) and actually play the game. And getting into the same SC, whether planned or not, is just an effect of playerbase too small to provide a decent scatter for say 4 players, as 4 SCs is the highest discordant SC count running simultaneously. The anti stacking logic will get us to a nonsense like you cant queue when any player you ever partied on is also in queue, cause then if you get into the same SC its unfair advantage for your team.

Happens every evening. I know several NA order players that have left the game until something is done about the few that abuse it. We have been told that the devs are looking into it, but they need more concrete proof first. You are never going to make a system that somebody is not going to abuse no matter what you do. The only thing to do is just let them get their kicks in running off the population. Three weeks ago we were all talking about how great the NA population was finally getting to see some progress. If the devs wanted to show us one thing they would publicly make an example of the few that are doing it, that way when anyone had a thought of cheating the system again they would not do so and risk their 80+ Sov account.
Look at the 2nd Peonwave, you had some of our best players creating t1/t2 characters to run 6 man scs against the new influx of players. Laughing the entire time about how fun stomping them was. While some of us fight daily to help with the longevity of the server others are out there for their own kicks. I can't blame them, their young and still learning that life is not all about them.

What are peak times for this game? I'm online right now and this site says 652 players online, but my scenario is not popping. Usually takes forever to get a pvp game in.

Make sure you rean'te queueing for ranked. As a solo dps you may have a harder time getting into a scenario.
