About Brute Hulking tactic of the Path of Monstrosity Bonus

I have a friend playing Marauder and he constantly complains that the Brute Hulking tactic of the Path of Monstrosity is not giving both bonuses.

Could someone esplain?

using .getstats will tell you the correct stats and if this is something forthe bugtracker

Use .getstats ( target yourself ) and you will see all your real stats.
