First of all you triggered the cooldown, which for the time being, is reset upon relogging.

As of 1.3.2
All new characters that join the Realm of Destruction will now begin the game in the Chaos starting area, no matter their race.
All new characters that join the Realm of Order will now begin the game in the Empire starting area, no matter their race.
I've made all Greenskins/Dwarfs default rally points their races starting point. So as soon as you create the character you can choose to quest in there proper start location. I'm sure someone told me this is what happened on the live server. You can always change the rally point by talking to a rally master.

Great update! Everyone likes having an other map! It's good to be able to use rally points. I also like the zone0, the action bars and the sh/am fixes.
