Your framerate won't matter, as it's serverside, not client.

Aye. The amount of abilities hitting you is the issue. Having all the effects on just shows you the Lag Cloud that you are walking through, as opposed to just lagging...

Unless you're on a 15year old comp, or have tons of Virus', you should be able to run Warhammer on a highest setting. Remember, this is an old game... These are the "min" requirements:

PU: 2.5 GHz Pentium 4 processor or equivalent
CPU Speed: 2.5 GHz
RAM: 1 GB for XP / 2GB for Vista
OS: Windows XP/Vista/7
Video Card: A 128 MB Video Card, with support for Pixel Shader 2.0 (NVIDIA GeForce FX 5900, 6600-6800, 7600+ / ATI Radeon 9500-9800, X300-X850, X1300+ / Intel X4500). Laptop versions of these chipsets may work, but may run comparatively slowly. GeForce FX series not supported with Vista.

My phone is better then that. Most likely, the issue is your distance to the server more than anything. But yea.. Some keep defenses you have WBs tossing **** back and forth, plus lord and champions, constantly... That's a lot of data to process and dish out to each player participating...
