Fixed! Though I have no idea why or how ^-^"
Here's what I initially did:
*edit*
1. downloaded the game (https://www.returnofreckoning.com/join. ... =us&step=2) - the torrent links to an already unzipped game folder. I moved the entire folder to the hard drive where I store all my games
2. downloaded and installed directx 9.0c
3. downloaded the launcher
4. ran the launcher
- that didn't work (could click on connect but nothing happened)
5. disabled my antivirus (Bullguard)
6. went to Windows FireWall and added RoR to allowed programs
7. unchecked Read Only for the entire game map
8. activated 'run as administrator'
9. restarted computer
10. ran the launcher
- still didn't work so posted on the forum
11. turned off computer entirely because I had some stuff to do irl
12. turned computer back on
13. ran the launcher
- now it works
MAGIC. I have no other explanation.

@NimO and Karalchim, have you tried to uncheck 'Read Only' for the entire 'Warhammer Online - Age of Reckoning' map? Are you running the launcher in administrator mode?

Same issue here. Just happened today. For no reason as i played a couple of weeks ago from same laptop with no problems. Tried everything posted around the forum with no success still 
Edit. After 20th time it worked ...run as admin click connect.

I was having the same issue. For some reason the "read-only" box was checked even though I've had it unchecked and have been playing the game for a few days now, so it seems like it checked itself on its own.
The shortcut I made for the launcher is still not working but if I run the launcher from the original folder then it works.
Edit: I have a separate issue where my game freezes when I try to alt+tab while in fullscreen - any ideas? My drivers are up to date and I've disabled addons - neither fixed the issue.

Having the same problem as of today (haven't tried connecting yesterday). I suppose I'll try firewall exceptions next, but why the launch button would just stop working without any update utterly baffles me. Why setting a firewall rule would fix it also baffles me, because my firewall only blocks listen sockets and the client has no reason to listen for connections on a local port (that would not even work, since I'm behind a NAT that does not even allow port forwarding, much less UPnP).

I think I found a resolution: running the launcher as Administrator once brought up the game client as usual. Closing everything and then running the launcher as normal user works again (not turning admin access on permanently though because letting things always run as Admin for no explainable reason Sucks).

Explainable Reason = The RoR Launcher manipulates the War.exe to do the things it needs to do. I've been a Sysadmin for 10 years working in a professional/corporate environment, specifically in application deployment and server <-> workstation architecture. There are exceedingly rare circumstances where running trusted applications at admin levels will cause you any significant problems. Either you trust us (we've been around for several years without screwing over our players through some malicious code) or you don't and have your own explainable reasons why our launcher is doing something malicious or untrustworthy. If you find it doing something malicious, I would personally like to know.

For me, creating a shortcut on the desktop doesn't work, but it runs smoothly from the original folder so I'm not complaining (anymore)

I am getting the same thing. I have added ror to the windows firewall, disabled AV, rebooted as suggested above and it did not work. Ran from install folder as opposed to shortcut, same outcome. Checked all windows logs and no errors or even a log for ror. Disabled firewall, reboot still no change. Unable to run the game. Has been working fine since initial install months ago.

We have yet to make any changes to the Launcher on live. If you're having issues, there's external reasons. Maybe they're you, maybe it's the internet in general. The number of things we can do on our end is exceedingly limited compared to the vast number of things you can do on your end that are well documented in the Tech Sticky.
