I am currently with my BW lvl 37/44, near 38/45. The Anniset I had complete with lvl 35.

The cutoff for Conq being 40/41 means you should probably spend an hour grinding some PvE to get your rank to 40, and then you wouldn't have this problem. I'm not sure why if your renown was that high any sane or reasonable player would want to stay stuck with 3 tactic slots and an incomplete build. The Minrank 40 side of the requirement is supposed to be the easy one to attain...
