No, you do not need a new folder. You put the launcher in your WARhammer folder with the rest of the game.
You also need to un-check read-only from the whole Warhammer Online folder.
I was having same issue as OP but, xyeppp's post solved my issue. (un-check read only)

please help i find that problem and for 3 days i can find how to fix it.
Files that help describe the problem:
C:\Users\User\AppData\Local\Temp\WER9F0C.tmp.WERInternalMetadata.xml
C:\Users\User\AppData\Local\Temp\WERB220.tmp.appcompat.txt
C:\Users\User\AppData\Local\Temp\WERB250.tmp.mdmp
