Pretty sure the main intent of the rule is aimed at giving out someone else's personal information as a way to harass them.
IE: being a creepy stalker and trying to find someones facebook, real name, personal info, ect and using it to be an asshole.

1. I'm pretty sure this paragraph is there to prevent that others mock you on the forums/chat, because someone made public embarrassing RL info about you.
2. Additionatelly it likely should prevent, that you make a fool out of yourself by posting such info to an indefinite amount of people on the internet aka "attention whoring" (e.g. "a selfie in the bathroom"...).
But in most cases #1 wouldn't be possible if #2 didn't happen before, so ...

I should imagine that this concept exists primarily to protect the proprietors of this venture. If anything should happen to you or your information, then you were told to manage it responsibly and against advice, chose not to.
And in a secondary fashion it gives the staff leverage to take action if someone is being creepy or making others uncomfortable with attempts to get into their real life. As well it lets them enforce some semblance of “keep your accounts to yourself”.
Your information is yours and you get to do with it what ever you want. Make all the friends you want. Gift them with as much of yourself as you wish. The administration of this endeavor will have no responsibility if any of it goes wrong.
If YOU turn out to be the creepy one then it says plainly that isn't allowed and out you will go but its not personal. This is a private venture that you get to be a part of. You could conceivably be removed at any time.
Bottom line – use your information responsibly, don't make others uncomfortable
