They did? If there is a PQ with hero 10 levels higher than level listed on the map go and bugtrack it. Also, easy PQs should have champ as final stage. Some easy Pqs have several champs with aggro link. And some several champs that starts to fight with eachother

You can trick plenty of NPC subsets into fighting each other, its nothing specific to PQs - changing NPC behaviour on a PQ-specific basis is therefore a ducttape approach. One, too, can use several friendly NPCs to mob the floor with pulls and still get credit for the kills.
Changing the kill contribution to account for NPC on NPC action might be the most (time-) efficient approach, all things considered.
