Well it was allready said, but here zur Second Red.
T1=lvl 1-15
T2-T4 = lvl 16- 40
So After t1 you can go in Any Tier what you want except t1

yeah, it's nice not to be snared/silenced/stunned/knocked back constantly as a healer.
so you end up with half a dozen or more debuffs and DoTs on you and this rune priest cleanse gets rid of one of them (the most recent? random?). oh, it also has a fantastic 5s refresh time. the good news is that there is a tactic that reduces this refresh to zero, and *only* increases the AP cost by 15, from 25 to 40.
i guess every single class needed a crowd control ability... and, yeah, just about all of 'em were there from launch.
rvr is still some zerg on zerg. the scenarios are nice, until you get too high level. after that, the pve is more entertaining

That's not a good idea... making you unable to do everything in the game once you reach certain lvl.
At low lvl, you get bonus stats when participating in RvR content... why not reduce your stats to match those in the same battle?![]()
Why would you want to start again because you don't have T1 RvR renown complete? You level out of that stuff incredibly quick, anyway.

The biggest thing is that with all the additional dynamics that come with max level, your team becomes more important. A single person can make more of a difference in T1. Less competitive teams are running around in a group.
The other factor is that at max level, people dont have anything to do but work on their gear. Most people in T1 are just trying to get out as quickly as possible. They will grab the low hanging fruit when it comes to gear, but they won't put in much effort. If you do put in some effort it goes a long way.

I was max level on AoR & played on this max level for... a year? Don't really remember. The PvE side of things was more interesting, the RvR & PvP wasn't.
PvP: You either a) engaged in massive zergs in RvR (or enter some near empty zone at 6AM UTC and find some people killing each other over and over for gear), b) entered a scenario in a pre-made group (boring roflstomp wins), c) entered a scenario solo vs a pre-made group (boring roflstomp losses), d) entered a scenario solo & got lucky w/ all pug on the other side -- by far the most entertaining of the four. In tier one, you'd usually lose against these groups too, but it should still be entertaining, re; not constantly crowd controlled.
This has always had massively inadequate dispels.
