There are 2 ways the timestamp kill is performed.
1) Delayed abilities. Attacks like Slow Boil and Boiling Blood have a delay before they do their damage, so you try to line up other attacks to hit at the same point these attacks do their damage for bigger spike. This doesn't apply in your circumstances but it's something to look out for as the timestamp damage you received could've been even worse.
2) Projectile cast times. Most ranged attacks have a delay until they hit which is the projectile flying towards you and some just hit instantly. The projectile speed is not universal, so some go faster than others. If you cast your abilities from slowest speed to fastest speed then there will be points when the earlier slower projectile hits at the same time as a later faster projectile (or instant hit) which causes big burst.

Basically, the BW in your screenshot spent 3 seconds casting Fireball (which has a travel time), followed by 1s casting Sear (which hits almost instantly but happens at the end of the global cooldown due to the 1s cast) and then an instant hitting Nova with no cast time. 6 seconds of ability activation including GCD but they all hit at the same time.
The BW timestamp has the possibility of being even harder hitting than what you experienced, which is why BWs and Sorcs are never allowed to freecast

To answer your questions:
1.Should this be normal? Yes.
2.How to cure it? Guard or detaunt, if being hit by the extended version then healers can clease the delayed hit abilities if they spot it, better positioning so the BW doesn't have LOS to you, people in the BW chasing down the BW so it has to keep moving thus can't unleash the hard hitting cast time nukes. Ensure your elemental and corp resistances are overstacked too (Chosen/BO/Shaman/Zealot).
3.You can also lose Guard for 1.5 sec. Correct, a counter to the counter is to punt the tank away. If the tank just decides to run off then... urgh. Detaunt is all you have to drop the damage.
