"SingleTarget = 9sec ; AoEs = 5sec ; both regardless of Morale or Not" was my obvious choice. 3 second staggers shouldnt even exist imo since its just a waste of immunity and nothing else. A 3 sec "stun" that can be broken at once is just not even worth being specced if you ask me.

its a non morlae base spec ranged 30ft aoe that has a cd of only 15s. Even at 3s thats pretty good. My Poll is btw NOT implying that any cooldowns of spells are justified to their current or upcoming? cooldowns! Just be aware of that

Really what you want is a 6s stagger on a 60s cd. Having immunity half the length of the cd and duration 1/10th that would have been a nice clear implementation of staggers. That way non pres could alternate staggers off cd more effectively. 3 sec staggers are not worth using. Any root or kd would be more or equally dangerous. All they do is to give free immunity.
Before you can do anything meaningful the duration has already ended. 9 sec for aoe is clearly too high, 5 sec is a good middle ground.
Moral CC gives tools to classes, who usually don't have such skills. Having same duration for both normal and moral skills doesn't make them less valuable.

Morales are meant to be game deciders. When morales became so underwhelming end game it had the added effect of making morale building tactics pretty useless too.
With the low ttk at endgame 5s and 3s is more than enough time for staggers.
Always balance to endgame.
Also the stag is undefitable this alredy make it very good and auto include. Also it does pure damage to all it hit
So it can both be use as stag/ pure damage + interrupt
