AFAIK it has been working
In this patch was implemented passives about reduction of being critical hit and incoming critical values

heal crit is nowhere near the power that crit hits provide so it is not so gamebreaking or balance changing if it is not enabled

IS RR crit works? I was unnable to see growing percentage in stats when was buying it for RR.
