It used to, yes: but this was overpowered (it was procing several times in a few seconds, and rendered BOs practically invincible) so it was toned down. This was done pretty early on in the game, though.
Many thing make Ktbs invincible too but fking EA nerf poor orc :(

Yea multibox is a prime example, you always knew when he was around as your char icon would be filled with like 20 dots and debufs in a mili sec. i miss griefing this guy until he cudnt take no more and ended up switch zones, hello clensing winds.

atm it was implemented as max 2 stack so i think it work according to that............. that's what i wrote.........

I could not recall any time when there was a cap on Dots and Hots tbh. I know that they implemented a cap of max 2 stacking Annihilites/Cascades in the bombing Meta, but that pretty much was it.
I didnt follow the thread, but why are stacking mechanics atm debated about? Afaik all works as it should

Rend Soul sometimes gets interrupted for no obvious reason. Happenned to me 3 times in a row. No idea why. Ofc I died :(

What i found out, what some people may find distracting in regards of interrupt:
If you cast something, but get interrupted (be it moving or something else) you will get a GCD. problem is, that the client does NOT show that gcd and automatically interrupts the next skill you instantly use after the interrupted one.
So arslan, if you cast Restore Essence, but move while doing so and instantly use Rend Soul after it, you most likely wont cast it! Test it out

On top of my head

Shaman: Feel no pain (shield ability) it uses waaagh, it does not build waaagh.

Waagh in general seems bucked, it does not reduce spells to instant cast level.

Warrior priest: that mend ability they have, in theory it works. Its a heal that costs actions points and it is ranged, originally Warrior priests could not use their action points for healing. only with an ability called Devine strike, it did some damage and returned 75% of that to healing. It was a weak version of the devine assault ability.

I noticed this behavior with some other classes channelliing.. (WP attack).. I could be that some other abilities is having a interrupt characteristic when it isn't supposed to but also possible (i think) somebody just used a interrupt..

Not enough info yet.
