I also think tying certain cosmetic rewards or titles to PvE is a great way to get people to do it without making it game-breaking.
I.e. I don't want my PvE epic weapon to outshine my PvP one, but if I could get an awesome looking Axe of Khorne skin from PvE, or a cool title, I might forgo doing oRvR a couple nights in a row to work towards that title or skin.

Or just increase XP/Influence gained from PQs so it is a viable way to powerlevel. People will do PQ's instead of "farm Gor Nº 562,536,335,654".

Completing PQs used to give tons of Experience, having a major tick for first time completion of a PQ could yield even more rewards meaning players have incentives to PQ hop. PQ gear was always the weakest set, because it was the easiest to get, still better than green gear and good way of getting gear and leveling.

What Ryan said was true and, frankly, quite observable by playing the game: T1 PvE was HUGE but it dwindled to the T4 size. The RvR is opposite. But how would port -> follow zerg sheeples know that. But I would. Because I used to lead the whole Order efforts in T 1 / 2 on K.Norn. Why? Because I was brave enough to try something I don't generally like(PvP). And it was quite fun because there was quite some cooperation(what I'm looking for) maybe it even trumped the competition(blergh useless term for me). I know. And I saw the number of exploiters / twinks(Spartanish the yellow chosen and his purple Ast...something purple blackguard bootlick). So don't think that you are talking to an uninformed person. See, I revel in possessing intel. It just feels pleasurable to me-like a proxy towards experiences I don't necessarily seek / couldn't live through.
Also, if nobody else will play the PvE, I will. ESPECIALLY on Ulthuan! So, there you have it! (I won't play Destro though-ok maybe urkz and grobi)
This reminds me how...brutal the Chaos story is. One of the most brutal things I saw. Butchery(literally) of villagers, corruption, spreading disease, plunder, arsony...even :|(insinuated, but still). It's.../chills + shivers.

The starting zones for elf and dwarf thrust you into the PvE experience and do it very well. Empire and Chaos has always been about political intrigue/corruption and is thus less flashy. It's much easier for players to stay invested in the questing in the other zones. There is also some cutscenes in the game, maybe it's possible to script more in?
Audio work and cut scenes are the spice of gaming, don't add to much but added well brings an amazing experience.

On my first toon when the game was live, I quested her to 40 before really getting in the lakes. They were still tweaking the loot and influence from RvR then. I greatly enjoyed the High Elf quest lines. All the way to the end point on a hillside in Caledor, just outside of the entrance to the warcamp.
Going through the world made me appreciate the artwork of the game. The wastelend of the Shadowlands, then going into the beautiful plains of Ellyrion. Ah, and pretty purple Saphery. Lost Vale, wow so gorgeous.
Doing a PQ with my boyfriend (eventually husband), while we waited for the guild to hop on.
There were people that truly enjoyed the PvE of the game. And that didn't take away their enjoyment of the RvR.
I liked the stripped down, ooh look I know how to read aspect of questing in this game.
If I want to stare at cut scenes, I have guild wars 2 for that.

I used to play WAR all the time from 2009 til 2011, wasn't much of a fan of the PvP since I kept getting rekt. Only in 2012 I decided to actually learn to play in WAR, and I've been struggling ever since.
