I think you can keep buffhead, i have it running all the time with a high polling setting on the buffs and i have no framerate drop. I don't know if other addons than "daocbuff" cause framerate drops. But maybe it's another issue with your problem.

Just one thing to mention -- with the fixes to AP and NPC stats, and considering the state of quests in the game, leveling is pretty brutally painful.

This. pve was slow before, now its unplayable. Really don't see the point of the NPC change right now.

Yes, you must slot it in the ability bar, not in the morale slots.
In the chat window you see a message when morale is ready.
Attention! The ability in the bar remains gray. Simply press when the message appears in the chat window.
This is only a temporary solution

ok, spine crusher dont work, animation of strike is ok, but i dont give any damage
fierceness dont work - dont work sound component of striking with fierceness + f. dont add W.S and dont take initiative
2handed strike with flurry dont work
pulverising strike dont lower toughness of opponent
relentless strike cant strike 3times and dont count these strikes
