IDK maybe I'm wrong, maybe the devs can experiment with one for a while and see how it effects pops for groups etc...

They just have to make the carrot large enough to encourage group play. So no cap on renown gain in the group only queue, or maybe 50% instead of only 25%. Do just like they do in warbands, no queueing if in warband = no queing if in group for the solo. Can still have the "group" queue accept pug players etc. no change except for the one scenario (rotating) would get a RR boost.

A lot of recent competitive style games encourage group play by giving percentage based boosts to things tied to your account for grouping up.

For instance a 15% increased RR gain for being a in a group with 4+ people might do a bit to encourage grouping up?
