Any reason the "buffoverhead" addon doesn't show up on allies/oathbound target, on my ironbreaker?

It gives the Loaded(!) yellow error.. Dunno why, and i miss it working, easier to see my oath buff swapping.

Friendly tracker is turned off by default for better performance (Friendly is not the same as Group). To turn it back on:

/buffhead -> Trackers -> Tracker: Friendly -> Enable tracker

I downloaded this pack and I really enjoy it, however I did change up the hotbars and some other small things and stacked then in the middle so it coordinates with all my keybinds i use in every mmo. Great stuff.

Glad you like it. In case the Action Bar Lock icon position doesn't fit your custom bar layout here's how you unlock its position:
  1. close the game
  2. navigate to Warhammer Online\Interface\AddOns\SNT_BUTTONS
  3. open snt_buttons.lua
  4. set force_lock_toggler_coordinates to false (line 11)
Alternatively you can force specific coordinates by changing lock_toggler_x and lock_toggler_y variables. You can use /debug command to figure out what the coordinates are for the desired position.

There should be an option in RVmod/enemy, aswell as the stock game options to disable targetting. 'Sticky target' or a variation of it, iirc.

i mean when clicking on my character in game not his frame, i checked enemy and RV mod but not such option exists

I think on the options of the game itself.
I think there is something name click through self or something in the interface section.
