It's a valid question. The answer is twofold:

1) KotBS is considered OP and Chosen mandatory in T4. These classes are not merely viable - they're overperforming.
2) We will buff underperforming aspects of a class only where those buffs do not also increase the power of a spec that is performing well beyond acceptable constraints.

Stagger is still a common sight on the battlefield from both of these classes.
