People just want their imaginary points through the path of least resistance, plain and simple. Disorganized mob with numerical advantage is the easiest way to accomplish that, so those players will gravitate towards it.

Meanwhile, capped and geared to the teeth players are craving organized PvP.

It's conflict of interests that causes all sorts of problems.
Order - Vibece, Tahlan, Variar & others
Destruction - Koorck, Goobins, Trash, Trinn

I think the problem is the mentality set of each team. Order players are seen as "The good guys", the factions who unite together against the bad guys "Destruction", and since the good guys are usually not as cool as singular bad guys, they gain pride out of working together as a generally viewed weaker faction to over-come to bad guys (not saying order is weaker but in good vs evil settings its usually the good side which is the under dog). Meanwhile Destro players are "The bad guys", the factions who don't give a crap and tear anyone a new ass if they get in their way, they tend to have a warrior mentality, as bad guys armour/weapons/equipment generally look way more bad ass compared to the good guy equivalent (still looks good but again not bad ass, I'd be far more afraid of someone with spikes on their armour then a fully clad knight), and to prove to themselves that they are not just a bad ass in bad ass armour, they tend to enjoy showing their prowess on their own or with a select group of people.

Or simply put, mentality of each side is good guys are weak underdogs who must band together to defeat their natural enemy Destro, who are a band of strong enemies who really could care less about each other, and are only working together because they all want to kill Order. Difference is mentality of an alliance of survival vs an alliance of convenience.

Now not to say that this is the deciding factor, there are tons of other factors but this IMO is the underlying factor. Other factors could PERHAPS be that Destro just has lazier players on, now willing to join Warbands? (not saying there are just putting an idea out there)Now I can't speak for Destro as I don't play them, but when Order gets messages that its under attack, mass rally calls go out into chat and people speak to each other as if losing a keep is actually something that really matters to them (perhaps it should, maybe XP buff for every keep held :o?), and if we lose or are overrun people will say "Give it 30 mins to an hour for Destro to clear up, when they are all que'd in Scenarios we'll get our keeps back", which represents Order players not only caring about if they hold their keeps or not, but also that they are willing to use tactics based on in game mechanics and Destro player behavior patterns to reclaim their keeps.

Just it got laggy once the wbs statred going at it around Dok and so people kinda lost intrest

Did you even read my post? Play as you like, but realize the 6-man (even the 6 vrs 24 you claim to seek out) is really only viable when both sides have warbands. WHY? because it's never 6 vs 24 when the entire 46 players in the Order ORVR groups find your 6-man. However, if Destro has a WB out taking stuff, it splits/splinters the Opposing teams WBs and allows for great small group vrs larger force fighting.

Have no idea WTF point you were trying to make in those last poorly written sentences. Play as you like or uninstall, just be aware that only playing as a 6-man, you'd be a lot better off in ORVR if there was a warband taking stuff.

I can't believe out of all that, you pull out I want to play musical keeps. It's clear I believe Destro needs some wins in the ORVR column. It's clear that, at least the times I play, that is not going to happen. So I ask you,. WTF is the difference between Order taking empty keeps, zone after zone, in the current system and destro and order taking empty keeps in the old system? If opening up one zone will allow for Destro to rebuild the ORVR WBs (yes at one point we had PuG warbands - I lead more than a few) who would take keeps (sometimes lightly defended, sometimes not at all) and sometimes FIGHT Order at BOs and Keeps. Now, no one is fighting except the forums PvP groups.

We had a 4 man today, and that was going fine for us even with only me healing 2 sorcs and 1 chosen. But yeah the destro zerg was dieing all over the place. We never took a keep, we just looked for fights, and found some good ones, and for me that's where the fun is.

But I agree, if the general population of the game thinks they can't win, and they don't know how to win, then that's bad for the game. But I don't think opening more zones is the thing to do.

The way I see it, the lack of bolster beyond level 21 is the biggest problem affecting Warbands these days.

I like the Victory Points idea, and I think AAO is the way to go.
