isnt that exactly what we were doing for the last few patches? ^^
Every Patch contains some PQ's that were fixed.

He means to the state when the PQs didnt work at all, back then even if there was no reward, you could farm mobs for the chapter influence.

Now, unless its fully working you are out of luck.

IMHO it is better to have fully working PQs then broken ones.

Every Patch contains some PQ's that were fixed.
Ye was talkin about the chapter influence rewards. There was a time when you could do stage 1 and farm the influence.

so 2nd B-Day quest fixed. But is there any Chance to get the cloak if some stupid boy handed in before and only got his token so far?
