regarding the wh/we selfpunt: that should never be longer than 2 or 3 sec imo. but thats an exception here! could also be removed since the spells intend is something completely different imo

If 9 secs it would be near impossible to duo and and fight another duo/4 etc if they have a ST stag.
Do ppl honesty enjoy being deemed useless for 9 secs while your allies get killed ?
NO, the WE/WH selfpunt had a special rule, their stagger was normally not 9 sec but 2-3 sec. It might have been 9 sec after the fail cc-balance patch but no time to confirm it.

Stagger in a 2vs2 fight? No problem. You have detaunt, your own CC and when you run with a dedicated healer, then he is pre-hotting you. All have CC and anti-CC skills, use them. I don't get what kind of drama people create in this thread.
You don't have to counter fire with fire, there are other options.
Dying is no option.

yea wh stag is an exeption, the stag component are there only to make you hide it's not something used as a propper stag, even if that can be used that way.

Not much to be surprised about two of the most played and strongest classes are having a poll on how much their classes should be buffed ;)

Also many organised groups really liked long staggers as it was core CC in kiting / farming pug blobs. A great deal of the people you see in these forums played organised groups
A reasonable RvR system that could make the majority happy http://imgur.com/HL6cgl7

Thats why i proposed a change to that part but a significant reduced time to duration. They should break on %chance when damaged, not instantly, cause many skills actually require AoE, like AM snare or SM debuff. Those are normally casted in cooldown, and the staggers from other classes clearly reduce their utility, becoming the main factor around CC immunities. As a matter of fact, normally those skills are also really low in dmg.
