What about Lothern/Black Ark?

Nothing in the game files. Mythic never had time to progress these ones.

In theory Londo's dungeon builder, once complete, could be used to build a High Elf city from scratch. The DE assets are generally temporary camps so there would not be much material there for building an ark.

Dear Londo!

How could you get Karaz a Karak ingame. I only found the map of the city in the myp files. Had you use only the client or you do something in server side? I would like to visit the city myself. Thanks for your help!

Wasn't the Greenskin city completed aswell. Aswell as some Sylvania areas?

They have some halls and tunnels but dont exist as a whole map. I dont think there are any sylvania areas.

Hmm i specificly remember seing in game graphics of Sylvania as some kinda hinted spoiler at some Halloween event around the same time Lotd came out.
