Can't join Scenarios

On my blackguard char, I cant join any scenarios because it says I'm in combat. I can queue, but I cant actually join. I've tried flying to different cities and villages, un-equipping everything, logging out and back in, but nothing works. It's only on my BG char and no other char.

Type .unlock on /say chat
