I'm sure this has been covered before but man, for those of us that enjoy SC's, turning 31 is brutal. Decked out 40's just tearing each other apart in SC's. Usually like 2 or 3 of us below 40 with 10 on each side. Why not make 16-39 an SC and let the 40's battle it out. I don't think it will hurt the 40 SC bracket as I rarely see more than 2 or 3 other sub 40 players in those SC's.
I don't want to level in RVR as the I can only take so much of the zerg. I think this change would make it easier to get to 40 through SC's as I sometimes wait a long time for queue's to pop in the 16 to 30 bracket. The only caveat is, Don't let level 16's earn conq emblems like they do in RVR, award emblems that are level appropriate.

I agree with the idea, because it can suck for being sub-40 in SCs, and a lot of players refuse to queue until they're 40 (at their own choice).
However, the bolster effect is actually pretty strong. For perspective, as a Level 31 Chosen I had 11,700 HP. When I hit 40, I had 6,600 HP. I died much, MUCH faster as a level 40 than a level 31.
Edit: Just in case its asked, I've never put a +Wounds talisman in any piece of my gear, ever.

I did sc's on my slayer from 1 to 40, kept my rr sky high.
32 to 39 did not feel too bad. I got facd stomped when the team got face stomped and got good kills when the team was winning.
Bolster did seem to work well. Now I am 40/40 with full merc and the rr39 emblem weapon I feel a massive difference.
While before I was a leaf blown in the team's success, now I feel I contribute to team wins.

TO be honest I don't mind the wipeout fights, but over the last few weeks, it felt like I was just running from one Objective to the next ...ok run to this point, stand here for one minute to 20 minutes ...will let you know in a split second when its time to leave and if your 15 sec off the pace we'll yell at you for being afk. Running around for 45 min and gang :| the odd opposition with 50 to 2 is not fun. /em misses Altera cValley at times....there they are!!! kill!!

Agreed, but it should just be 16-30 then 31-39. This would be a much better scenario system, imo, because then you don't feel "stuck" at 31, where both RVR and scenarios feel like uphill battles against players with much better gear/experience than you. This really changes when you hit 40 and have 4 tactic slots and the gear to compete. If it's feasible, I think it should change.

You also need to consider that RvR is really not a viable form of leveling your Career level. The amount of experience received is minor and would take you months to go from 1-40 solely via RvR. SCs and PvE are great for that though.
Personally I recommend you balance them. I get sick of them too, and now that I'm 40 I can't really just go do quests/PQs to blow off steam. (I can, of course, but there is no benefit to doing so)
The experience you're talking about with BOs and instant-decisions really comes down to the WB Leader (if there even is an active one, a lot of pugs just aimless group together with no leader giving direction). I won't name any names, since they are my own opinions, but there are definitely some active WB leaders that lead their WB in the manner you're stating. Its a dreadful experience, and the results are often not worth the pain.
Leading is hard, though. It takes a lot of pressure, and everyone always thinks they can do it better. I hate(d) most pug WBs I join for the reasons you mention. I disagree with the tactics that they employ. The only two options are a) ignore your opinions and follow the lead or b) form your own pug WB. I've formed my own, and people follow me and the tactics I want to give out. Sometimes it works, sometimes it doesn't. It all comes down to whether you care enough about your own tactics to lead or are okay with following someone else's and just enjoying the ride. Just do whatever is fun to you. Know that there is a lot of pressure on leads, though, so be careful not to take a "my way is the best way" approach. Listen to your WB, communicate with them, and communicate with the other WBs in the zone.
A lot of enjoyment from RvR stems from whether you're on the losing team or winning team. The majority of RvR encounters (the whole zone) are pretty much predetermined who will win, based solely on the numbers on each side. There are sometimes upsets, and when numbers are even it can be a pretty fair fight. But if you're outnumbered 40 vs 100, just try to get as much RP as possible before they lock the zone. Then move to the next zone, where you can sit at BOs in the first phase to collect more RP than you were in the last zone by picking off 1 or 2 enemies here and there every few minutes.
BO sitting gives the best RP over time unless you outnumber the enemy by at least 10-20%. Then make sure you're in the zerging WB and enjoy the free RP/Medallion farming.

Would love to see T4 sc's being for 40lvls only, it's no fun having only 40s against lowbies and it's even less fun being in a group with lowbies facing 40s, but it's a devs choice, tho the test would be cool and I can second that

I entered merged t2-t4 on few of my alts recently and so far I had a blast.
If you can't find the fight, it's your choice to stand in one place for 20minutes, if you see your warband is passive create new one that will be aggresive (and as far as I can see people don't mind following 16lvl as long as he is leading and giving clear orders). Sometimes I'm enjoying my bolstered stats more than my fully equipped chars as the lack of skills forces me to play in not-exactly-end-game way

I doubt a 31-39 would work. I just don't see enough people queuing up. I'd rather be in SC's with 40's steamrolling me than no Sc at all.
Also with regard to some of the other posts, In RVR people want to fight. I always go back to WOW as it was my first open scale PVP game, but the first Tarren mill fights were great. You were back in the fight fast. AV was great. The closest feel I have to that in WAR is Troll Country T2 map. There's room for zergs skirmishes etc, and when you die, you're back in the fight fast. Some of these maps are just too big.

High Pass is basically just Tarren Mill v. Southshorr imo. Ogrunds Tavern is southshore, that hill in front of Destro warcamp is Tarren Mill. Zerg back and forth between the two as see fit. I had a definite moment of deja vu there a week or so ago and was like "where is my Mortal Strike button?"
