So in 2016, I had few characters that were level 40 and renown 40. When I logged in today. All my character levels were whipped along with all their gear! Yet my character is still in the zone I logged off in but everything Stripped like a roadio robbery!

Anyone knows what happened?? or has this reset effected everyone?

You did bad things in the past as cheating - that wipes items from your account.
Or,
Both at the same time, but the other guy did it.

This is weird indeed, because you still have your characters. They're still 40/40, or 40/1?
