I found the NPC. The entire set including the headscarf would be a great cosmetic pieces. The NPC is "Dog Paymaster"

This zealot helm wasn't available on live. It would be nice to see him as an option.

Also, I don't know if it was mentioned already, I'd like to use the Collector's Edition Dwarf Head again for squig herder. Best CE cosmetic item, hands down.
