That's fine. But we really don't have an answer to endless duos/ trios of shaman/ squig herder out skirmishing us with ease.

To answer the post, Roaming is definitely taken into consideration when it comes to balancing the game, but it is not the main target. Of course if there can be changes made to improve the quality of roaming without affecting the greater balance of large-scale RvR, the Balance Group does their best to implement those updates.
