Instead of ticking off boxes, why not use some kind of currency? Ie. 200 kills = 25 Flag objectives = 10 keeps = 1 fort...per say. This way folks are more inclined for diverse play instead of being carried by zergs and playing the overpop for easy mode. And now that gear is a longer grind, alts are not really an option to help balance the pop.
I myself really like the idea of a RvR weekly event since RvR is the sole reason why I play, but this aint it. Especially for the casual Order player who probably won't see one fort win during the week.
Devs like to tinker...this is one model that needs work still.

they could implement a diminishing return in function of AAO: the more the enemy got the less your rersourcs will yeld
