Return of Reckoning

I have noticed after the last patch that Shield of Rage (BG absorb shield ) is misfunctioning. I know it never worked properly (not absorbing dots, but only direct damage) in the past , but now it seems it " broke" even more. I started with WAR very lately but I think the caps were like this.
T1: 1 - 15
T2: 12 - 26
T3: 22- 39
T4: Access at lvl 32

I hope this is right because for example at lvl 20, I remember getting a messege from the game that my lvl for t3 is too low. Or being lvl 16 and transforming into a chicken ...

Event items must not be "pvp must have items" imo.. that way it cancels the effort some ppl did on farming their items and creates a general imbalance.(and imagine that i'm a no farming fun) .They must be silly, funny , unique rewards just for the fun of it.
ps: general imbalance = check ah prices ...

Im happy to see many ppl sharing the same view with me , that there is something "wrong" with this server's attitude towards pvp. RoR lost the warhammer soul. the fighting. Being able to buy instead of farm hours n hours will give a great boost imo to open rvr.
