Two things can be true at the same time:
- WL is by far the best Order DPS and needs to be rebalanced versus other Order DPS so a WB with less than 4-5 WLs isn't just trolling
- Nerfing WL in isolation without buffing other Order DPS would make the game brutally unbalanced between factions

Because dying to guard damage would never happen if this change was made? Wounds is more important than mitigation.
