If I'm correct there was a three week warning in the forums. which someone who is inactive likely won't be reading much, if at all. Someone who is inactive and waiting for "improvements" will likely just check the front page for patch notes.

And what was the lvl cap the moment you stopped playing ...

Sending out an email blast to former players saying hey we've improved a lot of stuff, and having them return only to find you deleted their characters (https://www.returnofreckoning.com/forum/viewtopic.php?f=2&t=16641) while they were waiting for all that stuff to be improved probly isn't the best ...
