just a theory, but I think that some order tanks get bored when they become sacrificial lambs in unorganized wbs, order tends to hesitate alot before charging in, if the fight isn't going in their favor they retreat.
seen some brave souls try to make a 4 man tankwall against destr meleetrain

Order had a viable morale drain tactic once for RP, only applied on one spell though.
not sure why it was removed.

As for heavens blade double ability resitance debuff is just not okay. Devs said it's going to go away but introducing a effortless spammable (3gcd) moral drain is just as imbalanced. +Are we really comparing a 12 points tactic (marauder) to a core stance (SM) sigh again.

Well having Blessing of heaven changed to a morale drain tactic would be a fair change IMO,
then you would have to spec for it, and use up a tactic slot.

what makes you think Order is not depending on morale ?
