It's true that a lot of RP/Zealots dont really think about what buff they should give. I've gotten a lot of str or resist buffs while playing a knight or chosen running str and resists.
However if someone is going to blindly give a buff without thinking about it, the initiative buff isnt a bad one to give. Since most people arent running an initiative pot or something, there is less of a risk for you to have competing buffs.

Neither buff is useless. It doesnt really matter if a tank has capped resistances, it would matter if they had capped resistances after being debuffed. Here is a starting guideline on how to buff. Check if there is a resist buff in group, if there is use ini/WP on tanks, healers and dps with a pot or a mdps getting str somewhere. you can use offensive stats on dps without a pot.
If your group isnt getting resists somewhere else check and see who you are fighting. If they are magic heavy give everyone resists. If they have no real magic damage do the same thing you would do if you had a resist buff. If they have SOME magic damage, it's a judgement call.
