In tier 4, maybe.

I think renown boosts are a very useful incentive in lower tier scenarios though. I know some people avoid scenarios prior to hitting 40 as they on average give too much XP compared to renown if you're trying to hit 40 with maximum possible RR.

Scenarios have the potential of being the most fun experience of the game. As long as you keep the ultracompetitive premier league teams fighting each other, and the casual general populace having their fun.
Just give the people who play this game the way it should be played (premades) greater rewards, incentives, aristocratic titles, hero status, bragging rights, whatever. Just let most people have a chance at enjoying a content that is free from ultraorganized pug milking.
I strongly disagree with this take. If the majority of people queueing sc's were solo players, discordant sc's would pop non-stop, but they don't.

There are almost no tryhard "premier league" sweaty premades left in the game. Almost all of them stopped playing the game entirely. At most, If I really try to justify some groups being "sweaty tryhards" (which they are not), there maybe are two groups total that would fit that description. The rest is just preset groups of players in different sizes that sit in discord or /5 teams that cba to play 12 rdps no tank 2 healer matches.

Excluding the "maybe" 2 sweatlord groups still playing the game, a nice 2/2/2 setup with players who actually press their buttons in the correct order can put up a decent fight vs the majority of the pre build groups. Issues arise when low skill players are mixed in, that don't understand how to properly execute a basic rotation. But there's nothing that can be done about it if these players don't actively look for improvements.
That being said If it's a possibility population wise, of course pre build groups should be matched with other pre build groups ideally. If devs manage to tackle the group stacking on one side there's a really good chance of the system actually benefiting all players interested in the game mode.
