I went in 2 city sieges till now and they looks amazing. Great job dev.
Now here is my question. Since both sets have the exactly same currency and the drops from gold bags are random, will be possible in the future to have a chance to swap them? As you swap Subjugator weapons and cloak to Smuggler.
In my opinion would be a nice idea because some of people want to play defensive and got offensive from bags or vice versa.
A merchant like this would be a nice thing.
What do you think? Let's discuss.

My honest hope is gold bags do not cantain an item and only a few more currency.

Takes away the excitement of getting gold. Also never knowing which piece is inside.

Not a chance. If we wanted you to reliably get specific pieces of a set we would have designed it that way in the first place.
