But what I want to point out with doing this ... while I understand and like that there are legacy guilds or guilds that should NEVER be deleted....
It doesn't make sense to cling to such guilds with 1-5 members.
Just keep it "alive" and existing with some alts and do jolly cooperation with some other players on the server, same guild

Or try to revive it. Having too many low populated guilds hurts the server more than most people understand. Such guilds won't get into any active alliances because it is a wasted slot and better filled with more active ones too.
I don't want to sound mean with saying this.... but it is the truth and fact.

In the end, everyone is allowed to do what she/he wants to do BUT ... yeah ... it is called guild coin on purpose, not solo coin or inactive coin

The benefit of legacy guilds is that they keep people playing the game who would otherwise quit. Many players in legacy guilds are your average gaming, working dad. He may log in for a few hours a week, or go months without logging in. He's not interested in looking for a new guild or building a new social network in the game. He doesn't have the energy or time for it. Other players are only interested in playing with old friends.
Does this describe every player in a legacy guild? Would every player in a legacy guild quit if the guild disbanded? Obviously not. But it does describe some of them.
Providing an environment where these players can continue to enjoy (and continue to play) the game is the benefit that legacy guilds offer the server.
