The past couple of days we have had ~2 cities a day(both IC at 1-2 stars).
@32 hours (the time suggested by the OP) it would be every other day.
It depends on how often they schedule it.

On the fun part, you could have some EU prime time cities (which have been missing lately).
I know some people who have been thirsting for an eu prime time city recently. It would allow you to queue with more guildies/friends.

I could be wrong, but wasn't there a mechanic in live where you had to lock all 3 sister zones before advancing to the next tier? I could be confusing this with another game, bit at this would allow more time for a city to build so it's not a repetitive 1* push.
